The 1994 Finest football set consists of 220 standard-size cards. Specially designed refracting foil cards were produced for each of the 220 cards. One of these foil cards was inserted in approximately every nine packs. Thirty-seven cards displayed a special rookie design, and one of these rookie cards was included in each five-card pack. Moreover, oversized 4" by 6" versions of these 37 rookie cards were produced and inserted at a rate of one in each 24-count box.
